2022 Building Regulations: What You Need to Know, What’s Changed, and What This Means for You

Keeping track of building regulations can be time-consuming and hard to decipher all of the information. 

If you’ve seen our previous article, you’ll already know about the new building regulations that came into effect last month. But some other questions may have cropped up since then.

Recap: What Are the New Building Regulations?

Some significant changes happened in the industry last month (June 2022). The updated regulations impact several Approved Documents and primarily target new non-domestic buildings, existing non-domestic and new and existing housing. 

The changes have occurred to improve the overall energy efficiency of buildings and positively contribute toward the targets in place to achieve Net Zero by 2050. Although there’s a long way to go, action is being taken now to reduce our carbon emissions and reduce the impact construction plays in this.

To put things into perspective, around 40% of the UK’s total energy consumption comes from heating and power usage. In the hope to reduce this, the new building regulations will help the country reach the important carbon goals for longevity.

What Happens if the Regulations Aren’t Adhered To?

Although you’ll already be aware of what can happen if building regulations aren’t met, the same applies to the new regulations.

If the newly updated building regulations aren’t adhered to, you’ll likely encounter an enforcement notice, a hefty fine, and legal action will be considered.

Part F: Ventilation

Part F has been updated to ensure that sufficient levels of ventilation are still provided.

  • Whole-dwelling ventilation rate: although previous documents required you to meet regulations, these have now been updated and changed. To see a full table breakdown, see the Approved Part F Document* (Volume 1, section 1, pg. 10).
  • Ventilators: the equivalent area of background ventilators required has been changed in the 2021 Part F Approved Document. See the Approved Part F Document* for more information (Volume 1, section 1, pg. 8).
  • Purge ventilation: although there are no huge differences in this section, some minor changes have been made and need to be considered. See the Approved Part F Document* for more information (Volume 1, section 1, pg. 8).
  • Whole dwelling ventilation: Under the new regulations is a requirement to provide at least 0.3 litres per second per m2 of internal floor area (all floors). Internal doors should allow air to flow through the dwelling by providing a minimum free area equivalent to a 10mm undercut in a 760mm wide door. Part L: Conservation of fuel and power 

  • New non-domestic builds will need to produce 27% fewer CO2 emissions.
  • Domestic and non-domestic builds must have a max flow temperature of 55°C.
  • Updated windows and doors mustn’t have a considerably lower performance level than the products they are replacing.
  • All new dwellings will have to carry out an Energy Assessment (SAP) to demonstrate compliance with the new regulations.

Part O: Overheating

These regulations are the first of their kind, and they only apply to new residential-type buildings. These regulations are in place to protect the occupant’s health and welfare.

Properties in the Planning Process and What This Means for You

If any of the following documents have been submitted to a local authority before the 15th of June: a building notice, an initial notice, or full building plans, and the commenced work doesn’t take place until 2023, the project and plans can continue to move forward as proposed.

However, if you haven’t been quick enough to meet this date and your project plans don’t align with this period, the transitional arrangements will no longer apply. Instead, the new legislation will have to be adhered to.

Access and traffic doors

Although it’s not a big flaw in the design, it could still cause significant issues and be a deciding factor in choosing bi-fold doors.

Bi-fold doors can restrict access to the outdoors, letting the elements from the outdoors in. To use the bi-fold door, you have to fold all the leaves together to gain access outside. This allows air in and isn’t ideal in the cooler months.

However, with the addition of a traffic door, this isn’t a problem, and it can allow easy movement in and out. Again, another vital consideration to make which could impact the overall cost.

Sliding Doors Pros and Cons

Slim sightlines and bespoke configurations

Sliding doors come in a range of configurations, colours and bespoke customisations. No extra space is required, and no door arc is needed. They slide and open one track, each leaf sliding over another.

Sliding doors do have their limitations, like bi-folding doors. Sliding doors that operate on a triple track threshold allow the option to open two-thirds of the door only, with one fixed leaf.

Whereas bi-folding doors offer the option of a traffic door, sliding doors don’t provide this luxury. Again, causing restrictions and limited access to the outdoors.

Another consideration that needs to be made – larger sliding doors in exposed areas, may need the addition of a strengthening bar for added support, this can contribute and add thickness to the overall sightlines.

New Building Part L Regulations June 2022: What You Need to Know

The clock is ticking and the newly updated building regulations are about to begin

If you’re a designer, builder, installer or architect – you’ll need to understand the new regulations to ensure your projects are fully compliant, and you’re prepared for the future.

We’ve compiled all you need to know here and some solutions ahead of time.

What is an Approved Document?

The approved documents are supplied by the Secretary of State and give practical guidance on common building situations and how to meet the requirements of the Building Regulations 2010 for England.

Each approved document covers the requirements of the building regulations relating to different aspects of building work and applicable legislation.

As well as handy guidance and tips, some of the approved documents also include provisions that must be followed. These are sometimes regulations, methods of test or calculations that are approved by the Secretary of State. 

What Are Part L Regulations?

With so much information circulating in the industry, it can be difficult to know what’s important and what isn’t. We’ve covered some of the key points below.

  • Part L of the new building regulations for England covers the ‘conservation of fuel and power’. These place emphasis on the heat loss through walls, lintels, floors and roofs.  
  • The Part L of the regulations sets the new standards for the energy performance and carbon emissions for new build dwellings or commercial buildings. The regulations are divided into four documents, each covering the different and newly updated legislations.
  • The new changes are part of the project to deliver zero carbon homes. This is in support of the UK’s bid to deliver net-zero carbon emissions by 2050. Buildings currently contribute to 40% of the UK’s total energy usage. So, new building regulations will reduce percentages and make great steps forward to carbon zero goals.
  • All new homes must produce 31% less CO2 emissions. This is less than what is currently outlined in the present Part L regulations.
  • New non-domestic builds will need to produce at least 27% fewer CO2 emissions.
  • Domestic and non-domestic builds must have a max flow temperature of 55°C.
  • Updated windows and doors in property extensions or existing homes can’t have lower performance than the products they are replacing.
  • ‘Primary energy’ will be used to measure the efficiency of a building’s heating. All new dwellings must have an Energy Assessment (SAP) completed to demonstrate compliance with the new regulations.
  • The expected U-value for new domestic builds will be a U-value for walls of 0.18W/m², 1.4 (Window Energy Rating Band B) for windows and roof lights, and 1.4. for doors.
  • Non-domestic builds should have a U-value of 0.26W/m² K for walls, and the majority of new windows and curtain walls must achieve 1.6.

When Will the Changes Affect Me and What Are the Transitional Arrangements?

Key points to consider:

Compliance will be different from the standards required in Scotland, Wales and Northern Ireland.

If a building notice, initial notice, or full building plans have been submitted to a local authority before 15th June 2022, and the building doesn’t commence until the following year, the previous legislation is permitted.

Anything after this date should adhere to the new standards and legislation.
